Well, maybe he's not out of money but just wants his gullible supporters to pay for his legal bills. After all, exploiting gullible people is how he made money in the first place: making them believe that he was a competent businessman, scamming contractors and defrauding banks.
He's going for broke. At this point he knows that if he loses he will end up tried, convicted, and in prison for sedition and other crimes in addition to losing most of what he has. And he knows that if he wins, he would be prosecuted when he leaves office and he would end up tried, convicted, and in prison anyway. So he knows that if he does get back into the Oval office he can never leave it if he is going to escape prosecution. And if he doesn't get back into the presidency he has nothing to lose if he goes all-out and everything to gain. So get ready for his civil war. Why is that? This applies to all of us, not just Trump... In the US if you run out of money defending your innocence, you get convicted. It is not about justice, it is about money.. The prosecutors have bottomless cash funds and they get to play in court all day long... But I think the Government should do more... the more they poke Trump.... the more powerful he gets.... The American voters are not stupid.. they see what is going on...

In this context Biden is a government official. "The government". I am questioning that "the government" is poking Trump. I don't see private citizens or state attorneys or law enforcement officials as "the government".
