Regulation of the Elastic clause to safeguard fundamental rights

This clause allows the federal government the right to impede on other civil rights. Ex. Adam's Alien and Sedition, FDR Japanese Internment camps, NSA phone tapping. These examples violated facets of the constitution using this clause. Without regulation, infringement of individual rights will continue to be existent within society.
