    "The Chips for America Act, the centerpiece of the competitiveness legislation before Congress, aims to significantly reduce U.S. dependence on foreign-produced chips by providing tens of billions of dollars in incentives for companies to ramp up production at domestic foundries. But direct funding can go only so far without addressing labor supply constraints. Most importantly, capacity will be held back by STEM talent shortages that a Department of Defense report recently concluded are “quickly approaching crisis status” in the defense industrial base.

    In the coming weeks, a conference committee will begin to hash out the differences between the House and Senate versions of major legislation to compete with China: the Senate’s United States Innovation and Competition Act (USICA) and the House’s America Competes Act. Both bills appropriate $52 billion to fund the Chips for America Act and reshore the semiconductor industry, but only the House bill includes critical provisions to provide the talent necessary to make sure these federal investments actually pay off.

    If these provisions are not included in the final bill, newly funded fabs will not be able to fill all of the necessary advanced STEM jobs in the face of persistent shortages of U.S. workers with the necessary expertise.

    Industry insiders report that “the talent shortage is the most critical issue confronting the semiconductor industry today.”

    What makes you say that Republicans are not supportive?

    Of the supportive national security groups at the bottom of the article, one was GOP and another bipartisan.

    OK I see. This isn't about chips or STEM, this is really about immigration. The OP wants more green cards and H-1B for foreigners. Even though 75% of US STEM graduates don't work in their fields. The real answer is just pay those people what they're due, and they'll come back. But tech companies won't due that as long as they can import coolies for cheap wages, which is apparently what the OP wants.

    Federal government doesn't have spare billions to spend. It can't even afford what it was doing a few decades ago. It has to stop.

    The Death Cult, formerly known as the Trump Cult are, among other things, Nativists. So Republicans won't cross them, and that means the whole thing becomes a waste of time and money and opportunity...

    It would help for us to be smarter, reverse Republican tax cuts, etc.

    But you always have to build the future you want to live in.

    Nothing magic at all. Government simply has to live within its means. You don't build a future on inflation.

    You are the only one mentioning H1B here.

    Its a massive corporate hand-out, and government involvement in free markets. That's all.

    In one sense it makes sense, because if chips are made in US, then we won't have to fight a war in Taiwan over them.

    Now, IF we bring that industry here, and we don't have the workers, THEN we would be forced to bring in H1B workers. Is that what you want?

    Dude, STEM jobs are some of the highest paying jobs in the country. And the immigrant workers in engineering/software/etc. are also payed well.

    Immigration is awesome by the way. It's how your ancestors got here (with far fewer legal barriers than any of the people you are now complaining about).

    It is still not clear what you are trying to say.

    Are you implying that Republicans' opposition to illegal immigration is responsible for the high-tech talent shortage? If that is your position, you are mistaken. Republicans are in favor of merit-based legal immigration based on skill sets. What they oppose is illegal immigration with uneducated masses that will invariably be a financial drain upon our system. Republicans favor legal immigrants that will help our economy, which is specifically what is needed for a high tech shortage such as is referenced in your article.

    Trump Republicans also pushed for lowering LEGAL immigration, which is the only thing being discussed here. This has nothing to do with illegal immigration. Trump and his cronies fought AGAINST the type of immigration mentioned in the OP.

    Legal immigration is awesome. We should encourage it. We should put an end to illegal immigration.

    Trump most certainly pushed for a merit-based system of immigration, while eschewing chain migration.

    Merit-based immigration would bring in whatever specific skill sets that are needed.

    So those who are actually citizens with the correct CV aren't inclined to be involved in the field, but the taxpayers should fund bringing over overseas talent to do so.

    My visceral reaction is one of amusement. The article is phrased in such a way that it reads like a critical need to spend 52 billion on importing talent and creating a manufacturing base. I do indeed find a form of amusement with entities who want to 'fix' things with other people's money rather than actually looking at why it's dysfunctional with existing resources. And some of that comes from regulations, rules and laws in place that dissuade capital investment.
