    Hmmm. Why don't they move their operation to ports in CA or NY?

    Maybe because they are pretty darn far from the Caribbean. They do have cruise ports in California, which cruise around that part of the world, mainly south and out to Hawaii. There are also cruises from NY, which go North, and even to Europe.

    Florida cruise ports serve (or served) the Caribbean area.

    Why do you think cruise ships which operate in US are registered in Panama, Bermuda, Liberia etc countries and not in US? They do pay port fees in US, no matter what State they are in. Royal Caribbean paid 1.4% tax to US, which is why it was hilarious when they asked the US taxpayers to bail them out during the pandemic.

    So they can offer competitive pricing to their passengers. Cruise ship employees are not Americans and not subject to our labor laws.

    Short answer = To avoid taxes and standards imposed on US vessels.
