There seem to be a lot of assumptions jumped to there, starting from the statement that the picture actually depicts a humanoid at all. The text with it is purportedly third hand at best with no primary source at all so I don't think you can give it all that much credit - you'd think they'd want to check out the claimed 26 UFO sightings after all. The picture is inconclusive. While the human mind certainly perceives a (roughly) humanoid shape, there are inconsistencies, especially with the lighting (the figure appears to be standing in a bright light yet is dark itself and casting no shadow). I'm not sure if what appears to be a left arm and legs aren't part of the shadows on the ground, which would leave a black blob with could be pretty much anything. The idea that three slightly darker blobs indicate eyes and a mouth is highly wishful thinking. I'm not dismissing any possibility but this is seems to be a writer who is starting from a predefined conclusion and trying to work back from it.
