the eu has a low homicide rate in general. they are less violent than we are. they also have marginal black populations. as you know, the majority of homicides (52%) in the usa are committed by blacks (largely against other blacks), though they only make up 13% of the population. move those blacks to europe and watch violent crime skyrocket while it drops to unprecedented lows in the usa.

it is worth noting that knife attacks are so prevalent now in the u.k., that they are considering "knife control" legislation.

Violent crime rights are only higher with the black population because of institutional racism that has served to incarcerate them at higher rates and for non violent crimes breaking up families.

Your 3200% number is complete BS. Blacks make up 13% of the population, and 0.2% of Blacks commit the 52% of homicides. Unless you're Black, you're much more likely to be killed by a white person, and in any case you're much more likely to be killed by someone you know than by a strange Black person.
