There is nothing 1800's about it. The President's budget requests have no formal weight. The House is free to ignore it when they create their appropriations bills.

 

Likewise, the Prez can ignore the House version.
In reality, he likely never sees the house version. But the version the House and Senate agreed upon.

 

Let’s see that in writing somewhere. The process I gave you shows the president’s proposed budget is negotiated between the house and senate. It’s up to the president to sign it. That means the budget is determined by 1/3 house input and 2/3 senate and president. You’re wrong. If the house controlled the budget, we’d repeal the stupid tax cut for the rich ....dah.

This is from the US gov. Itself. The Senate and the house work together to resolve the presidents proposal.. there is nothing about the house being in charge. You have NOTHING.

People with enough savings obviously won’t be impacted by this relative pittance and those with nothing will still have nothing after they blow through it.
