But usually it is a big business that hires a lobbying firm to present a new piece of legislation, under the guise of "helping the environment", that will create more business opportunities for the particular business sector. This legislation could either be subsidies, subsidized loans, or efficiency mandates that effectively ban the products of competitors. Often times the business has bought up all the patent rights, so when the new opportunity presents itself, they have a monopoly. Often times, these business interests have already drafted the legislation themselves, and it is just up to politicians to approve it.
