How will the government monitor and document 2nd hand sales of firearms? If this becomes law, there will be no way to force me to go through an FFL dealer, pay the fees, to transfer my gun to you. There is no official record that I even own a gun. NICS is already in place for new retail gun sales through dealers. How will they enforce 2nd hand sales?
