    The average person in Communist Cuba also gets better health care than their island neighbors in The Domincan Republican, Haiti, or even Puerto Rico which is a dependancy of the USA.

    Puerto Rico is not a dependancy, it's part of the United States. Puerto Ricans are American citizens.
