However the UK for over a century had the total war chest, which is when the government saves up normal taxes for war and in a time of war people loan the government money expecting some interest on there investment which is gain through trade. WW1 did away with it though and the government from then on committed to the statist total war of Germany. Sure taking money from one voluntary part of the economy through force and military a military will harm economic growth. However it is better than been invaded and your cultural and way of life being destroyed by the invaders. Scientists and engineers have a choice government money and massive budgets or not.
