Anarchy, as in the absense of law and order, stongest usually makes the rules. This would be more a kin to the current political spectrum where you ignore the law of the land and make up what ever rules you feel is necessary. This is what the GOP and the democrats do.

When Clinton was President, we had enforced sanctions on Iraq and continued to bomb them daily...killing thousands of innocent women and children in the process. Then Secretary of State, Madeleine Albright was in an interview on 60 minutes. When asked if the deaths of thousands of children in Iraq was worth it, she said yes.
