Culture is definitely part of it, I never said otherwise. Culture is also directly influenced by societal conditions. Its all related. Where we differ is you think its "Black Culture" and that all black share that same culture, and I think its "Poverty Culture" and all races that share poverty culture show similar trends in crime rates.
It's not similar. Blacks commit far more crime than other races. I asked you to explain why, even though Hispanics and blacks have a similar percentage of their population below the poverty line, blacks still commit more crime. By quite a lot. Hispanics are even 4-5% bigger as a group than blacks now, and blacks still dwarf the crime rates of Hispanics.
