Why don't airplane black boxes stream their data to the cloud?

Would the cloud be available during all phases of flight, especially over oceans?

Would being tied to the cloud open up the plane to hacking attempts?

I do have an idea. If the plane suffers catastrophic failures such as complete power loss or low altitude with landing gear up, have the jet jettison a copy of the black box with cushioning for flotation and shock absorption, and include a parachute.
