Because they systemically have previous convictions and outstanding warrants and ancillary charges like drugs in their pockets or resisting arrest. When 80% of black students do not attain a high school education nor can demonstrate a proficiency in reading or writing why would you expect anything BUT the rare black judge? You say this, while it's a fact that police specifically mostly target black people for drug offenses while white people do the same amount of crime.
And so the % of black drug offenders arrested and convicted absolutely does not come close to the % of black people who commit such crimes. Not by a long shot.
