If the government actually thought Gay sex were a danger to the health of the greater population, they would have taken measures against in the same way as you mentioned about the Black plague. However, since they have not, and since I nor anyone I know has witnessed an AIDS epidemic known, concretely, to be produced by Gay sex, it's probably safe to say that there is no credible danger to safe sex.

Besides, you forget that homosexuality has been around for thousands of years. It's just awareness and openess of it that has increased recently. AIDS is fairly recent.

I'm not really worried about this. 'Barebacking' has become a term to mean 2 gays having anal intercourse without a condom. I have read that some even think it is more stimulating because of the added risk. If it is indeed that dangerous, then chances are they will end up self-limiting their population and family trees. since the discovery of anti-viral medication, life expectancy for HIV positive and AIDS patients are almost the same as a normal person as long as they have access to the medication. so, it is not that much self-limiting. also, you assume that homosexuality is purely genetic, which is a matter of debate in scientific community as of today.
