Who thinks black people are all junkies? Certainly not Biden. There's no way you can logically infer that from the exchange. If you're assuming he wouldn't have said the same thing to a white reporter, you're projecting.

He probably didn't even think about the reporter's skin color. If you asked him about it, he'd probably say "I don't see skin color. Heck, I don't even see skin. I've got X-ray vision, and I just see bones. It's kinda creepy, man."
