No - it wasn't surprising to see rain again. ENSO is a well known phenomena. The difference however is the intensity that ENSO seems to be taking on. This last La Nina is not only the strongest ever recorded (most positive SOI) - but also the warmest ever recorded. This comes after the last devastating El Nino.
