According to Kode, the aide was disciplining the student who broke he rules... the rules being he wore a hat she didn't like.

It's not that they're incapable, but in order for them to continue the narrative, they need a Trump hat to equal a swastika or a white hood. They are set by the school and the school board. What "rule" was the child violating.
