The South Carolina House passed Constitutional Carry as H. 3930, 64-36 on 5 April, 2017. The move to modernize South Carolina law has progressed to the Senate. The Constitutional Carry companion bill S. 449 will be heard in the Senate this week, the 18th of April. From the charlotteobserver.com:
What did make it in time to be considered for passage this year? A bill that would make it legal for residents to carry guns – concealed or openly – without a permit or training. It passed the House and is being considered in the Senate this week. McMaster said he would sign it if it reaches his desk.Governor McMaster has said that he would sign a Constitutional Carry bill if it passes. From postandcourier.com:
COLUMBIA — Gov. Henry McMaster said Friday he would sign a law granting open, permit-less carry of weapons if it passes the General Assembly.

"Gov. McMaster appreciates the House’s hard work on this bill, believes it is constitutional and will sign it if it reaches his desk,” McMaster spokesman Brian Symmes said.Bills designed to impose more infringements on the exercise of Second Amendment rights in South Carolina have not been popular. A bill to increase the wait to exercise Second Amendment rights failed to make the legislative deadline.

In 2016, the Senate stopped a Constitutional Carry bill supported by Senator Lee Bright. Bright lost his primary and is no longer in the South Carolina legislature.

The Alabama legislature is moving toward passing Constitutional Carry. The bill, SB 24, has passed the Senate, 26 to 8 on Tuesday, 18 April, 2017. The bill would enforce the Alabama Constitutional amendment passed in 2014.

Amendment 3 passed with 72.5% of the vote in 2014. SB24 is the legislature enforcing the Constitutional amendment with statutory reform. Here is a description of Amendment 3. From ballotpedia:
Proposing an amendment to the Constitution of Alabama of 1901, to provide that every citizen has a fundamental right to bear arms and that any restriction on this right would be subject to strict scrutiny; and to provide that no international treaty or law shall prohibit, limit, or otherwise interfere with a citizen's fundamental right to bear arms.SB24 removes the requirement to have a permit in order for people to exercise their fundamental right to bear arms under the Alabama Constitution, and under the Second Amendment of the United States Constitution.

According to the NRA-ILA, the bill is likely to be assigned to the House Public Safety and Homeland Security Committee. The Chairman of the committee is Allen Treadaway. Treadaway is a police officer as well as a legislator. From legislature.state.al.us:
He was born on September 25, 1961, and received his Peace Officers Standards and Training Commission from the Birmingham Police Academy. Representative Treadaway serves as a Police Captain with the City of Birmingham.
In 2010, he received a 92% rating from the NRA political victory fund.

Allen Treadaway voted to put amendment 3 on the ballot. If SB24 is approved by Treadaway's committee, it will likely pass in the House. The NRA-ILA is providing a link to contact Treadaway. If the bill passes the House, it would be sent to Governor Kay Ivy.

Governor Ivy received an A rating and an endorsement from the NRA-ILA in 2014. From al.com:
The National Rifle Association has issued its endorsements and grades in a number of Alabama races, and big endorsement winners are incumbent Gov. Robert Bentley and Lt. Gov. Kay Ivey.

Bentley and Ivey are both Republican incumbents elected in 2010 who face primary opposition. Not only did both earn A grades, they won endorsements.Alabama is on track to be the third state to pass Constitutional carry this year.

Louisiana passed a strong Constitutional protection for the right to keep and bear arms in 2012. Representative Barry Ivey is working to modernize the state laws to reflect the change desired by the voters. Louisiana law recognizes the right to carry weapons openly, but requires a permit to carry concealed. From wafb.com:
However, House Bill 68 by Baton Rouge lawmaker, Rep. Barry Ivey, would do away with the permitting process. That means anywhere a person can legally carry a gun openly, they could also carry a concealed gun without a permit. Convicted felons would still not be allowed to carry.

Georgia Governor Nathan Deal signed the Georgia Campus Carry legislation, HB 280, on Thursday this week, May 4th, 2017. May 4th was the last day that Governor Deal had to sign or veto the bill. The NRA Annual Meeting was in Atlanta this year. Perhaps the stellar performance of NRA Meeting attendees helped Governor Deal in his decision. Crime tends to drop when 80,000 NRA members show up in town. The meeting was widely publicized.

An associate professor of history and American studies has taken a job at a university in a state that bans concealed carry in its classrooms.

Jacob S. Dorman has taken the occasion to let us know that restoring the exercise of Second Amendment rights at public institutions is the reason that he has left Kansas University.

From Jacob S. Dorman's open letter:
In light of the state of Kansas’ apparent determination to allow the concealed carry of firearms in the classrooms of the University of Kansas, I am writing to tender my resignation effective two weeks from today as an associate professor of history and American studies at the university. I have accepted a job in a state that bans concealed carry in classrooms. (snip)
But Kansas will never secure the future that it deserves if it weakens its institutions of higher learning by driving off faculty members or applicants who feel as I do that there is no place for firearms in classrooms. Kansas can have great universities, or it can have concealed carry in classrooms, but it cannot have both.

The South Carolina House of Representatives has passed a bill to reform the State's restrictive reciprocity law. The vote occurred on 4 May, 2017. Currently, South Carolina only recognizes carry permits from 19 states, and "enhanced" permits from four more. This bill would recognize permits from up to 16 more states would be recognized by South Carolina. It seems likely that the regular permits from the four states whose enhanced permits will be recognized, if the permit holders are 21 years old or older. From postandcourier.com:COLUMBIA — House members voted Wednesday to recognize the concealed weapons permits of most adults from states that recognize permits from South Carolina.

As initially proposed, the bill would have allowed anyone who possessed a concealed weapons permit from any state to carry legally in South Carolina. But 10 states do not recognize weapons permits of any state other than their own.From the bill H. 3240:

“(N)(1) Valid out‑of‑state permits to carry concealable weapons held by a resident of a reciprocal state, or a state that recognizes and honors a valid South Carolina permit, who is twenty‑one years old or older must be honored by this State,The vote in the House was 85-23. There are 79 Republicans and 44 Democrats in the South Carolina House of Representatives. There are 27 Republicans and 18 Democrats in the Senate.

It appears that Governor Henry McMaster will sign the bill. He said that he would sign the Constitutional Carry bill, if it passed the legislature. This bill is smaller, incremental step, with restores a bit more of the ability to exercise Second Amendment rights.
The bill may be a "consolation prize" for the failure of the legislature to pass Constitutional Carry in South Carolina this year. Constitutional Carry could still pass, but the prospects are diminishing day by day. The South Carolina legislature is expected to adjourn on 1 June, 2017.

On 17 May, 2017, SB 35, the recognition of military, guard and reserve members to carry concealed weapons based on a military, reserve, or national guard valid I.D. card, was signed into law by Oklahoma Governor Mary Fallin.

SB 35 was popular in the legislature. It passed the Senate on 15 March, 2017, 40-2. It was amended on 11 April in the House. It passed the House on 19 April, 2017, 85 - 0. The amended version then passed the Senate unanimously, 46-0. It was signed by Governor Fallin on 17 May, 2017.

The act goes into effect on 1 November, 2017.
The bill will become part of Oklahoma carry law, which is about 14 pages long. Here is the definition of who may carry with a valid military I.D. From state.ok.us (pdf):
2. The person is twenty-one (21) years of age or older, and is either:

a. active military, or

b. a member of the Reserve or National Guard to include Drill Status Guard and Reserve, Active Guard Reserves or Military Technicians, and presents a valid military identification card that shall be considered a valid handgun license issued pursuant to the Oklahoma Self-Defense Act

Governor Mary Fallin signed Oklahoma's defensive display bill, SB 40, into law on 15 May, 2017. The bill will go into effect on 1 November, 2017.

The vast majority of defensive gun uses consist of showing the perpetrator that the intended victim is armed. Unfortunately, many states have laws that do not recognize that reality. In many states, merely pointing a firearm at another person, even for self defense, can be a felony, usually aggravated assault. The problem is that prosecutors with an agenda have used the law to punish people for clear self defense situations. Because of that, states have started to clarify the ability to threaten force without shooting. These laws protect the use of a a weapon in a defensive display. Arizona, Florida, Iowa, and other states have enacted defensive display laws similar to the Oklahoma bill.

The organizations filed a lawsuit against the DeVos Place Convention Center and its management company for violation of Michigan state law. On Friday, May 26, 2017, Judge Joseph Rossi of the Kent County Circuit found for Michigan Open Carry (MOC) and Michigan Gun Owners (MGO). It did not take long. The Judge listened to the arguments for about an hour, and reviewed the lawsuit. He issued a summary judgment for the plaintiffs. From mlive.com:
On Friday, attorney Dean Greenblatt, who represents Michigan Open Carry, said a no-concealed carry policy contradicts state law.

He argued that the properties are public and, while organizations leasing them could choose who they invite to a private event, they can't implement firearm regulations, and public entities cannot enforce them.

After hearing an hour of arguments and reviewing both sides of the lawsuit, Rossi sided with the open-carry advocates. The judge advised that the wording of the venues' weapons policy should be updated to properly align with Michigan's state gun laws.The case is an example of the requirement to be willing to fight to enforce the law. The law may be on your side, but if the local powers that be are willing to flout it, they can succeed in destroying your rights with little effort.
