It's useless. There are millions of handguns out there that have no records. I have no problem with a permit to concealed carry a handgun. I am totally against requiring a permit to own a handgun and keep it in my home. Congress does not have the legitimate power to enforce that.
Only for curiosity's sake, to see what government permission to own a Constitutionally protected firearm looks like.
The number of firearms smuggled into the state of New York proves otherwise. Since such is so easily done, there is no legitimate reason for handgun permits to exist.

Permits and background checks transform a RIGHT into a government granted PRIVILEGE and as such are unconstitutional.
A permit to buy/own a handgun (or any other bearable arm) violates the constitution in exactly the same way as a permit to have an abortion, a permit to go to church, a permit to post an entry on your blog, and a permit to vote.

I have seen them, originally applied for and issued at 1 Police Plaza, first floor, command address. Later, the rifle / shotgun license division moved to Queens blvd if I remember correctly.
