Why not post the full quote? Clearly Biden misspoke for a part of the sentence, but it's pretty easy to glean what he means.

Is he saying there were not vaccines? No. He is saying there are not enough healthcare professionals to vaccinate.

Just two minutes earlier, Biden had this to say.

With HEROES pay passed by Congress, lots of nurses and healthcare professionals are being incentivized to put work at COVID clinics.
