    Personhood is a legal concept, so no, a fetus is not a person from the moment of conception. People, at least in this country, have SSNs, are counted on the census, are counted towards occupancy limits, etc etc. Fetuses are not, because outside of the abortion debate and actions taken to challenge Roe, this society does not recognize a fetus as an individual until birth.

    Which is it??? Does society, whoever that is, decide when a fetus is a person (your second claim), or does the state state ala legal concept decide (your first claim)?

    The state through elected officials would set legal policy obviously. Elected officials, usually, will enact the will of the people which is why a fetus is not legally a person. The reason for that is this society doesn't actually consider a fetus a person outside of what was needed to challenge Roe.

    Texas has considered a fetus to be a person. If you kill a pregnant woman, you are charged with 2 murders.

    Right, which was done as a legal stepping stone to challenging Roe V Wade. That's why I said "outside of the abortion debate".

    The reason for child tax deductions does not have to do with whether the baby is a person. A woman with the baby inside of her does not have to care for the baby as she does once the child comes out.

    Of course pregnant women care for their preborn baby. They alter their diet, stop consumption of alcohol and drugs, alter the environment and play things out loud like calming, wholesome, inspiring music, get pre natal care, and more to take care of their baby before birth.
