Now to answer your original OP (with the addition of separate evidence), I think the proposal has some merits due to the hygienic and medical items .. however .. if this is being done on a purely feminist agenda then it is wrong, and it would appear from the the evidence supplied that this would be the reason for proposing it, so again I state that IMO it is a decent proposal BUT using the wrong method.
How about allow people to urinate how they like, and just (*)(*)(*)(*) off and mind you own business?
