(By the way, if you have a Y chromosome, it makes you a male. Only in the case of chimerism, which involves a mix of separate genetic male and female cells, is the person truly a hermaphrodite; also there's androgen insensitivity syndrome but that's a different discussion)

Simply having a micropenis or being born with undescended testes doesn't make a you a female. Besides, I suspect the people born with these rare conditions are not the ones trying to identify as females.

I suspect that statistic of yours is also counting the condition of gynecomastia (male growth of partial breast tissue), which is absolutely ridiculous.
That's a disorder. 99% of males with that condition don't want it.
