    The apportionment calculation is based upon the total resident population (citizens and non-citizens) of the 50 states. In the 2010 Census, the apportionment population also includes U.S. Armed Forces personnel and federal civilian employees stationed outside the United States (and their dependents living with them) that can be allocated, based on administrative records, back to a home state. This is the same procedure used in 2000.

    There were 37 states at the time of Johnson's impeachment. That is context provided by the OP, but sure, there was also bipartisan support for his impeachment.

    As Andrew Yang said last night, The primary reason why bipartisan support existed for Clinton and Nixon, but does exist today, is because of the media landscape. People are getting their news and comforts to their previously held beliefs from two very different sources.

    Trump responded to his impeachment by implying that a long term and recently deceased Congressman, from the State where he was hosting his rally, is in hell.

    And his defenders dismiss it because hes a "fighter" who is willing to throw his punches at dead men, apparently.

    But if you want to limit the discussion to the House, I would note that during the debate wednesday, Republicans said the Democrats had "media overlords," pushed Russian propaganda, and analogized Trump's impeachment to Pearl Harbor and Jesus' crucifixion.

    Voting to recommend articles of impeachment is not, in and of itself, impeachment. Unless and until the house prosecutes their articles in the senate, their articles are moot.

    Then the only thing left is the law. Pelosi needs to give this to the Senate for trial.
