Your claims of what the founders intended is contradicted by what they actually did. The first immigration act in 1790 limited immigration to whites of good character.

Ive never seen anything that would suggest blacks have a genetically lower average IQ, but IQ is partially hereditary so its possible. Not that IQ has ever been a particularly reliable indicator of any specific potential...
Impulse control is entirely a learned ability. Its a function of emotion vs logic. Emotional potency is partially genetic, so its possible that blacks may be more highly emotional on average than some ethnicities (theres no evidence for that), but the self-control element is entirely reliant on an emotionally stable upbringing and has nothing to do with genetics.
