Those that are oppressed by the social, economic, and political institutions (that have always been controlled by White Protestant Men) cannot compete on an equal basis with those that oppress them.

Financial responsibility is contingent upon economic equality of opportunity that minorities have never had in America. When a person of equal or superior qualifications for a job is denied employment and/or advancement in employment because of the color of their skin (documented in every study on discrimination in employment) they can never overcome the economic oppression they face. They cannot be held responsible for their financial plight that's due to their oppression.

When minorities are disenfranchised and prevented from voting and denied representation by nefarious voting laws the cannot be held responsible for the outcome. Jim Crow laws like Voter ID Laws that disenfranchise up to 25% of black voters and 17% of Hispanic voters over a non-existent problem of voter impersonation at the polls (only 32 verifiable cases of voter impersonation at the polls out of over one billion votes cast) and by nefarious gerrymandering of congressional districts that denies them equality of representation they cannot be held responsible.

When the inequality caused by oppression ends then we can hold those that suffer socially, financially, and politically responsible but not before then.
