There are many ways to indirectly ask for something without being direct. For example White supremacist groups often call for lone wolf actions / heros to step up and "fight the corruption" or some crap like that. Which really is code for, go nuts and kill or hurt people on your own.

It was NOT peaceful. There were weapons there, people got injured and the Decratic process of electing thePOTUS was interupted with attemps to intefere......and obstruct. Staff were threatened , so fear and anxiety was felt by the peple working there. No biggie?? For real??? Then we did not see the same event. The Trumpian insurrectionists had no problem understanding what Trump meant when he spoke to them. To them his words were a call to action. ( prevent the electoral process that would get Biden into power) They heard the words "fight fight fight"...... and took them to mean go into action ( to get Trump back in power to "save" the nation" Many have paid forit. In answer to your original question - Which option for "Trump didn't tell the rioters to riot"? If that's the way you feel, don't pick #2. Trump was not charged for Insurrection by Jack Smith. This would have been very difficult to prove. Roger Stone had a lot of ties with the Proud Boys. He had used them for security in Oregon, and there were pictures of him with some of the members around Jan 6th. But those aren't crimes or conclusive evidence. Also, one of the Oath Keepers testified that Stuart Rhodes was in contact with the Secret Service, prior to January 6th. However that's hearsay.. Smith may have had more, but obviously he didn't think it was enough to get a conviction. I said yes to #2, mainly because Trump did nothing for 3-1/2 hours. My thinking is that he wanted the violence, and thus he probably also summoned these groups. He even told McCarthy in a phone call, "Well Kevin I guess they (the insurrectionists) love their country more than you." That statement implies that he thought the insurrectionists were doing the right thing. He also used a lot of violent language in tweets and in his speech on 1/6. One other issue, the Proud Boys started pushing and shoving at the Capitol before Trump's speech was over. So they were there for one reason - wreak havoc. I know my reasoning wouldn't stand up in a court of law, but given the Trump deranged mental state in December and early January, I used my gut feel for my opinion.

Five people were charged with weapons possession. Three of them were folks take to the applicable police station from other places that the Capitol. One was an authorized carrier... a DEA agent. The only person shot was an unarmed, female protester doing nothing more than stepping through a window. And she was shot by a cop. There was no "interference" with the Democratic process. Pence verified the vote and Biden took office. Staff were threatened much like bad pitchers are threatened at a ball game. Fear and anxiety were felt much like umpires feel threatened when someone yells "Kill The Umpire!" at a ball game. You must be very young. Much more aggressive protests were routine in the 1960's and 1970's. That's what happens when your Constintitution guarantees the right to protest and declare grievances. The violence perpetrated by Black Lives Matter and ANTIFA from Minnesota to Kenosha and across the nation was much greater than that seen on 6 Jan.
