Let me tell you. I live on the Gulf Coast and was hit by Katrina and Ivan that year. The misrepresentation of the Bush response by the MSM is reprehensible. The whole "you're doing a great job Brownie" thing. In my state and the adjoining the local officials did a great job and FEMA did a great job supporting them. They worked together with the locals being the first responders and FEMA there to say "OK what do you need and where do you need it", and they got it there. So at that meeting between the Governors of MS and AL, both Republicans BTW, and Michael Brown the FEMA director the President had just heard those two governors praise FEMA for the backup they had given and the President looks at Brown and says "Great job Brownie" and HE WAS RIGHT. It worked well. But the MSM slammed him totally out of context and never let either live it down.

Ivan I was out 3 weeks but the locals and FEMA got me the ice and water everyday and MRE's which we all had a ball sitting around eating they really aren't that bad. I can't think more of what they could do, of course we were well prepared but if I needed anything more to survive I knew where to go to get it.

Louisiana was a total disaster not because of FEMA or Brown but because of a total collapse of the local Democrat government. The Mayor hightailed it out and left town. Bush was restricted by the Constitution as to what the federal government could do. He was trying to work with the Mayor and the Governor to restore order but they were not cooperating. He finally in fact violated the Constitution and send in General Honore' to take federal control under a guise of "working with local authorities" to restore order and get aid into the city.

But blame it on Bush and Brown.

Presidents don't set spending levels Congress does. Presidents can request, suggest, urge but CONGRESS passing spending.
