Bottom line, fuel taxes are much higher than gasoline company profits. If Government wants to lower the cost of fuel, they simply have to suspend the tax, but, they don't actually want to lower the cost, they just want to deflect the political fall out.

That's usually true, but is not entirely technically true. If the Executive enforces the law, that is only due to laws that already exist. These laws could be changed.
There are already a few rarer examples of laws that are enforced not by the Executive.

Besides from that, the officials who are appointed by the President to uphold the law still have to be approved by the Senate.
So the Executive may not always be able to exert direct control over them.

 

It sounded before like we were discussing theory not actuality. The Executive actually has a good deal of legislative power in being able to choose which laws to enforce, nonetheless that is not its real power and far from a major aspect of it.
