Let's say I am a pre civil rights movement liberal. I supported the civil rights movement as a child, a teenager, and a young adult. Now I think most Negroes have not taken advantage of the opportunities open to them.

I like the economic reforms of the New Deal. I think the civil rights legislation and the War on Poverty were well intended mistakes.

Think of me as a Southern Democrat of the old school. I think it would be dangerous to try to repeal the Fourteenth and Fifteenth Amendments and the civil rights legislation. I want them to be ignored as much as possible.

The 'war on poverty' is a misnomer, they are merely programs designed to take the sting out of poverty, Welfare reform was enacted under Clinton, which was a conservative treatment of welfare. But,. these are not mentioned in your comment.
