What is the logic behind a magazine restriction?

What laws specifically in other countries would be effective at reducing the suicide rate in the states that you are touting as having an elevated "gun death" rate?
Would these laws be constitutional?

 

A person who sows discord on the Internet by starting arguments or upsetting people, by posting inflammatory, extraneous, or off-topic messages in an online community (such as a newsgroup, forum, chat room, or blog) with the intent of provoking readers into an emotional response or of otherwise disrupting normal, on-topic discussion, often for the troll's amusement will never tire of doing so, and thus, never leave.

 

A person like that should leave as they offer nothing.
